Port Orange city council voted 4-1 to pass a resolution to increase parks and recreation partner fees at the city council meeting on March 5.
Jack Wiles was sworn in as the interim council member to represent District 1 on Tuesday, Feb. 26.
'People tend to confuse panhandlers with people who are homeless,' Councilman Scott Stiltner says.
"When the council decided to name this building for Dorothy Hukill, she was supposed to be here with us," Mayor Don Burnette said.
An ordinance will come up for discussion again in May.
"I'm very concerned about the health of our city," Lee Barreiro said. "It is a precarious thing."
